    Which book(s) and series featured the evacuation of reguees from the Mantis Moon base?

    It's the Manitius Moon Base, not Mantis.  That's from Outlanders, and if memory serves they first appeared in Devil in the Moon, and have been recurring characters ever since.

    No one book featured the actual evacuation of the Moonbase personnel...most of it happened between the end of Dragoneye and the beginning of Far Empire.
